How it reached the ballot

Missouri initiative petitions must hit district thresholds in six of the state's eight congressional districts: 8 percent of the last gubernatorial vote per district for constitutional amendments (about 170,215 signatures using the six lowest districts for 2026) and 5 percent for statutes (about 106,384), with veto referendums needing 5 percent in two-thirds of districts. The General Assembly refers constitutional amendments by majority vote of both chambers on a joint resolution. All measures pass by simple majority.
