Byrnes is a retired Virginia Beach Master Police Officer who began her law enforcement career in 2011 as a correctional officer and social worker, per the campaign site. She holds a bachelor's degree from Cheyney University of Pennsylvania and a Master of Arts in Law from Regent University, and is a member of the National Organization of Black Law Enforcement Executives, per the campaign site.

Ross-Hammond holds a Ph.D. in educational leadership and instruction from the University of Denver and is retired from Norfolk State University as a distinguished professor emerita, per the campaign site.
