Phoebe Tucker is a Democratic candidate for Vermont House of Representatives in the Rutland-Windsor District, representing Ludlow, Mount Holly and Shrewsbury. She is a third-generation Vermonter raised in Ludlow and a graduate of Black River High School, per her campaign site. She received a full scholarship to the University of Vermont, where she co-founded a residential learning community focused on agriculture and civic engagement, graduating with a B.A. in Environmental Studies in 2018.

Kevin C. Winter is a Republican candidate for Vermont House of Representatives in the Rutland-Windsor District, representing Ludlow, Mount Holly and Shrewsbury. He was born in St. Louis, Missouri, and graduated from Alfred University with a BS in Engineering, spending 45 years in corporate manufacturing and sales for companies including GE, UTC, Teco-Westinghouse, Airgas and Kalow, per his campaign site. He has been a Ludlow resident for 27 years, is retired, and served on a New York school board for 11 years. He has been an Elder in his local church for more than 20 years.
