Biography

James Frank represents Texas House District 69, a 14-county district including Archer, Baylor and Clay counties, and is a longtime resident of Wichita Falls. He began his career in banking before purchasing a metal fabrication business in 2000 and expanding to own three Wichita Falls manufacturers, per the Texas House of Representatives. First elected in 2012, he chaired the House Human Services Committee from 2019 to 2024, per the Texas House of Representatives.
