Blackburn previously served as Temple's city manager and held city manager, assistant city manager and city attorney roles in Killeen, plus city attorney posts in Texarkana and Plainview, before becoming County Judge. He holds a bachelor's degree from Hardin-Simmons University and a law degree from St. Mary's University School of Law, per the county's official biography. No campaign website was found as of September 6, 2026.
