Paula Elaine Kay has represented the 100th Assembly District since 2004, per the New York State Assembly. She is an attorney focused on municipal law, land use and zoning, and estate planning, per the Assembly. Before her election she served as counsel to the New York City Council on housing issues and as legislative director for Assemblymember Aileen Gunther, per the Assembly.
