Lakeville is a statutory city under Minnesota Statutes Chapter 412 (called Plan A) with a part-time mayor and City Council and a full-time city administrator who serves as chief administrative officer. The council sets local policy, adopts ordinances, approves the city budget and makes decisions that guide the city's growth, per the city.

The council has five members: the mayor plus four council members. The mayor serves a four-year term that expires December 31, 2026. Council members are elected at large, and all Lakeville voters vote on the mayor's seat, in a nonpartisan election, per the city.
