About this race

Trevor Ozawa (12,252 votes) and Tara Malia Gregory (4,212) advance to the November 3, 2026 general election, per the Hawaii Office of Elections' official August 8 primary results — pending appeal. Sitting Council Chair Tommy Waters was ruled ineligible for a third consecutive term under the charter's two-term limit by a First Circuit judge on July 27, 2026; ballots were already printed, so his name appeared and his 8,654 votes counted only toward the majority calculation, per Civil Beat and the acting city clerk. Waters has appealed, and Gregory has filed a state Supreme Court complaint over the clerk's handling, so the November lineup could still change by court order. Confirm the final lineup with the Office of the City Clerk.
