2 candidates are tracked for DeBary Mayor on the November 3, 2026 ballot: Phyllis Butlien and Lita Handy-Peters. Candidate information follows official Volusia County election filings; verify with the official election office linked below.
This race was not on the August 18 primary ballot: Phyllis Butlien and Lita Handy-Peters meet on the November 3 general ballot, per the Supervisor of Elections' certified sample ballot.
DeBary is run by a five-member City Council that includes the mayor. All are part-time, nonpartisan officials, and the Council appoints a city manager who oversees daily administration. The vice mayor, chosen by the Council after each election, takes over the mayor's duties during an absence or vacancy. The Council meets on the first Wednesday of each month at 6:30 p.m., per the city's council page.
Terms are four years. The mayor is elected at large to Seat 5 by the entire city, so only DeBary city voters vote on this seat, not Volusia County voters as a whole, per the city's council page.
This is an open seat: Karen Chasez, the mayor, holds Seat 5 through December 31, 2026 and is not on the ballot. The city's election page lists Phyllis Butlien and Lita Handy-Peters as the qualified mayoral candidates for the November 3, 2026 election.
