Cottle was born in Nome and raised in a farming community in Delta Junction, and earned a Bachelor of Science in biology along with associate degrees in municipal fire science and emergency medical services from UAF, per the campaign site. In 2003 Cottle became the first female firefighter hired at the Fairbanks Fire Department, advancing to battalion chief, and now teaches student firefighters at the University Fire Department, per the campaign site.
