How it reached the ballot

Wisconsin has no statewide citizen initiative or veto referendum of any kind, so voters cannot petition questions onto the statewide ballot. Statewide measures come only from the Legislature: a constitutional amendment must pass both chambers in two successive legislative sessions before going to voters, who ratify it with a simple majority.
