About this measure

How it reached the ballot

Michigan allows direct initiated constitutional amendments (10 percent of the last gubernatorial vote, 446,198 signatures for 2026), indirect initiated statutes (8 percent, 356,958, which the Legislature may adopt outright before they reach voters), and veto referendums (5 percent). The constitution also places an automatic question on the ballot every 16 years asking whether to call a constitutional convention, which is why Proposal 1 appears in 2026. Measures pass by simple majority.
