Kelly is an attorney and city administrator from Rupert who has served in the Senate since 2015 and is the current President Pro Tempore, per the Idaho Legislature. He serves on the Local Government and Taxation and State Affairs committees and has extensive experience in municipal law, per the Idaho Legislature.
